The mandate: The state has told Mill Valley to plan for 865 new homes by 2031. The city has identified where it thinks those homes could go. The answer is not on empty land. Mill Valley has very little of it.

The sites: According to the city's adopted Housing Element sites inventory, the plan depends on redeveloping more than 160 specific parcels, almost all of them currently occupied. The list includes properties readers may recognize by name.
